You could (for example) net-boot a dos, which creates a ramdisk, downloads (with nwclient or whatever) the whole \windows stuff there, unloads net drivers and gives it a run. Sure you need at least 128M, as the ramdisk soon will touch the 80M and you still want to work (no idea how big the windows98 went, remembering the times where installing from a zip disk to the same one was possible, at 100MB together, with win95 :-) This would require nothing special I think except a ram disk driver that can handle *big* ramdisks. For Free On The Net. Another approach would be to have some kind of network running in the background, which then loads C: as networked drive. I don't think windows supports this, but keep me posted if you try that. You could as well netboot freedos and start dosvnc from there (remote-login to a win98 box), or even better use linux with wine (where the Linux Terminal Server Projekt, www.ltsp.org, comes in handy).
