Is that a newer version of Linux that you are running on the server? In this case you have to enable the processing of BOOTP requests in the kernel. This can be done at runtime by writing the character "1" to one of the files in the /proc/net directory on the server. Check with the documentation in the kernel source tree. This bit of information should probably be include in the official etherboot and netboot documentation, as it is not entirely obvious.
