I know that most modern PC's do not try to go to the trouble of recovering those 384kB, but I assume, back in the time when having 1MB of memory was exciting, you probably would not want to waste 38% of it. I took a look at what Ken wrote about it (http://www.syd.dit.csiro.au/staff/ken/personal/etherboot/doc/html/atnetboot.html) and he seems to confirm your assumption.
