etherboot related

I've downloaded etherboot-3.2 package. But I can't make bootrom image.
Where is the source for bootrom? I can only find make.defs file under
netboot-0.7.2/bootrom.

And also I've tried using ne.com downloaded from somewhere. After I
make a dos format disk with system option, I've renamed ne.com to
command.com. But system just shows me "A>  
(Command Interpreter C:\windows\command.com)". What's wrong with my
installation?
