inster boot disk

I have pc with no disk and no flopy.

  I download dos image, image start and type "it is not boot disk, 
inser another".

  but if I install some flopy - 5-1/4" 360kb or betr, everithing work 
fine.

  A have to have in my PC flopy to boot dos !
   
  Is it OK ?
  
  I have 386DX, 16MB RAM, no disk, no flopy, NIC 3c5x9 on coax.
