Your suspicion is probably right. I assume the boot block which gets written by mknbi-dos does not work for MS-DOS 7.x. Unfortunately, I don't have Windows-95 available for testing. Are you able to send me a boot block from your MS-DOS 7.x boot floppy? It's sector 1 on side 0, track 0 of the floppy. You can use dd if=/dev/fd0 of=bootblock count=1 bs=512 to get the boot block. Please send it to me uuencoded.
