NT Server (not NT Workstation) has a built-in DHCP server. Wierd Solutions (www.weird-solutions.com) has standalone servers, but last I looked they were tied to their own clients. Metainfo (www.metainfo.com) has a DHCP server for NT in their MetaIP package.
