There is no general utility to do this for any card, because network cards differ widely in hardware design and many methods of storing the MAC address in the (EEP)ROM (not the boot ROM) exist. However if know the model of the card you are using, you can load a driver (e.g. a Packet Driver or a NDIS driver) and it will tell you the MAC address on startup.
