If you read the Diskless-HOWTO, there is an explanation on NFS error
numbers - 13 means permission denied.  The longer explanation is that it is
usually sent by rpc.mountd on the request for the root directory handle.  The
most popular reasons for this are that your server is unable to resolve the
hostname of your client (most mount daemons insist on getting a reverse lookup -
fix your DNS server or your hosts file) or that you simply don't export the
filesystem to your client.

Should.  Have you double-checked that?  Exporting to all is bad style
however.

There are numerous ways of copying files around making them totally useless -
are the permissions and uid/gid values still what they have to be?

Really? From a machine with the _same_ IP number as your want-to-be client?

The roots of the Diskless-HOWTO are quite old by modern standards (though it
is definitely not outdated or wrong), so you might also be interested in
looking at http://www.ltsp.org/
