Reboot and RH6.1

When I reboot my RH61 client running netboot 0.8.1 it powers off the
computer instead of rebooting. The kernel 2.2.12 does not have APM with
powerdown support compiled in.

Following the discussion on this mailinglist regarding on proper shutdown
scripts the network interface is still enabled and the filesystem is
running.

Has anyone experienced similar behavior and managed to resolve it?

Running "reboot" without any flags from a shell it also powers off.
