I don't use RTL 8139 cards, but I have seen this message ('BOOTP record too large') before on my tulip setup. I never finished tracking down where it came from, but got rid of it by adding in some missing fields to the standard bootptab (I think I left out the ds and/or gw fields - putting them back got rid of the problem). I assume it was caused by some sort of buffer overflow in the netboot image loader code, but never tracked it right down. I hope this may help you.
