Netboot ROM image creation

Hello List,
 
I'm new to this List please excuse me if this question was answerd before.
I like to create bootimages for my NIC's but I have only Win NT Systems and
no access to any UNIX computer.
So I habe two questions:
1) Is there any possible way to create boot images with NT OS?
2) Could someone please be so kind and create bootimages for my NIC's?
 
I hope I get a lot of answers.
