loader error 20

I'm trying to get netboot (0.9.0e) to run on RedHat Linux 7.0, with a
DEC 21142 (or 21143) based 10/100 mbps controller.  I keep getting a
"loader error 20"  Can anyone point me in the right direction to fix
this?

This is what the workstation displays:

BOOTP: Sending request (press ESC to abort) .... ok

Local IP: 158.218.196.19
Server IP: 158.218.196.9 (rigor.sh.sc.ti.com)
Loading /tftpboot/lts/vmlinuz.tulip: Blocksize 1432, Filesize 505344
Loader error 20

I've tested the TFTP setup and can pull the image across the LAN without
any problems.
