A good starting point is the eepro100-diag.c file written by Don Becker. The *-diag.c code already has hooks for flash programming, but they are currently unused. Other cards have flash programming code already built in and can therefore be used as a template (such as the rtl8139-diag.c). The good thing with Don Becker's stuff is that there is already a library for different flash chips from various vendors. The most common chips are already implemented.
