I had set the value to 10Mbps on the card, as well as setting 10Mbps on the packet driver's command line. Despite this my problem persists, that is, requests are sent over the wire and bootp replies are sent over the wire, but netboot never receives the reply. As an experiment, I loaded a Crynwr utility after the packet driver which dumps all packets on the wire, all packets were successfully received and displayed. I don't know why there is a breakdown between netboot and the packet driver while receiving packets. Have you got the SMC9432 to work with netboot? if so, any further comment you have would be greatly appreciated.
