Yes, if the image is <= 8kB. Configure your Ethernet card for a 8kB ROM (64kbit), if not the next available size and hope for the best. There is a discussion on this in the Ethernet HTML docs. Hope the EPROM is fast enough; I've seen old 2764s with access times of up to 450ns.
