mknbi-dos for DOS

Hello,

 I would like to know if it exists an utility compatible with mknbi-dos
(from the netboot dist.) permitting to create a boot image on a DOS/WIN
system.

If no, I just looked at the mknbi-dos sources (but not the nblib), and
would like
to know if somebody think it could be easily ported to DOS or WIN.
