The company Serenity Systems can do the Win 98 and Win NT diskless boot using their Wise Server software. URL http://www.serentity-systems.com The boot server runs on IBMs Warp Server for e-Business operating system (that's an OS/2 based product - BTW) that uses RIPL boot technology. There have been few discussions on USENET dealing with diskless Win 95/98 boot. a search of deja.com should turn them up.
